The Regional Training Center–National Capital Region (RTC-NCR) successfully conducted the Memorandum of Agreement (MOA) and Memorandum of Understanding (MOU) Signing Ceremony titled “Forging Stronger Partnerships” on March 10, 2026, at the Regional TVET Innovation Center (RTIC). The activity gathered distinguished leaders from government, industry, professional organizations, and certification bodies in a shared commitment to strengthen Technical and Vocational Education and Training (TVET) and workforce development.

The event was honored by the presence of Angelina M. Carreon, CESO III, Regional Director; Gerardo A. Mercado, District Director of MuntiParLasTaPat; Eugene P. Agcaoili, Center Administrator of RTC-NCR; and the RTC-NCR staff. Joining the ceremony were key representatives from partner organizations, including EPTA Refrigeration Philippines, Inc. represented by Rosalie B. Agunoy-Co, General Manager; Gary Orlando Ponce, Country Contracting and Aftersales Manager; and Maricel Catoy, HR Business Partner. Also present were leaders from Pambansang Samahan ng Inhinyerong Mekanikal (PSIM) National, including Nestor E. De Jesus Jr., National President, and Graciano T. Gonzales, National Vice President for Technical Affairs; and representatives from the Pambansang Samahan ng Inhinyerong Mekanikal Mandaluyong Chapter, namely Mark Joseph N. Rodrigueza, President, and Joed E. Bay, Executive Vice President. The ceremony was further strengthened by the participation of TÜV Rheinland Philippines, Inc., represented by Tristan Arwen G. Loveres, Managing Director; Maria Luna Z. Villacrusis, Vice General Manager for Training & Skills Development; and Ronaldo L. Daracan, Operations Manager.

The signing ceremony formally established strategic collaborations aimed at enhancing workforce competencies through various initiatives such as Supervised Industry Learning (SIL), training of trainers, industry immersion, curriculum development, and specialized skills training. Particular focus will be given to strengthening programs such as Commercial Refrigeration Installation and Servicing (CRIS) NC III, as well as emerging opportunities in the HVAC/R and Mechatronics sectors, ensuring that training remains aligned with current industry demands and global standards.


More than a ceremonial event, the MOA/MOU signing symbolizes a shared commitment among government, industry partners, professional organizations, and certification institutions to empower the Filipino workforce. Through this collaboration, RTC-NCR continues to advance innovation in TVET, foster stronger industry-academe partnerships, and create meaningful opportunities that will enable trainees and professionals to succeed in an evolving global economy.
