TESDA–TCL Partnership MOA Signing Ceremony and Launching of the TESDA–TCL Center

TESDA Regional Training Center – NCR (RTC-NCR) formalized a significant collaboration with TCL Philippines through a Memorandum of Agreement (MOA) signing held on July 31, 2025, at the Regional Training Innovation Center (RTIC) in Taguig City. The partnership aims to advance technical-vocational education and training (TVET) in the fields of Heating, Ventilation, Air Conditioning, and Refrigeration (HVAC/R) and consumer electronics. The initiative directly responds to labor market needs by equipping TESDA learners and trainers with modern training tools and access to industry-aligned skills development.


A key feature of the partnership is the establishment of the TESDA–TCL Training Center, a fully-equipped facility that includes a hands-on training room fitted with TCL air-conditioning units and a lecture room enhanced with TCL appliances. The facility reflects a modern learning environment, supported by strategically branded signage and functional interiors. In total, TCL donated over 20 pieces of high-value appliances including split-type and window-type AC units, refrigerators, and large-screen televisions to enhance both the new training facility and existing TESDA RTC-NCR buildings.

The partnership also commits to delivering technical certifications for TESDA trainers, providing hands-on learning aligned with global industry standards, and offering graduate placement support through TCL’s networks. Executives from TCL Sun, Inc., including Mr. Bert Cheung (Deputy Director for Airconditioner and B2B Business), Ms. Shae Yu Xiaoling (Deputy Director of Marketing), and Mr. Joseph Cernitchez (Brand Manager), represented the company during the ceremony and reaffirmed TCL’s long-term commitment to Filipino workforce development.

TESDA RTC-NCR extends its deep appreciation to TCL Philippines for this valuable partnership. The MOA signing not only signifies a step forward in public-private collaboration but also sets a benchmark in modernized tech-voc training. Together, TESDA and TCL are investing in the future of Filipino learners, empowering them with the skills and opportunities needed to thrive in a competitive global workforce.
