Curriculum and CBLM Review and Validation Activity

As part of the month-long celebration of its 5th Anniversary, the TESDA Regional Training Center – National Capital Region (RTC-NCR) successfully conducted a Curriculum and Competency-Based Learning Materials (CBLM) Review and Validation on July 17–18, 2025, at TESDA Regional Training Innovation Center-NCR. This activity is part of the Center’s initiative to narrow the gap between education and the evolving needs of industry—a critical step in ensuring that TESDA graduates are job-ready and equipped with skills that are truly in demand.

The activity commenced with an opening program led by Mr. Jean Maurice R. Constantino, who served as the Master of Ceremonies. He welcomed the participants and set the tone for the two-day activity by emphasizing the importance of collaboration and shared goals in enhancing the curricula and learning materials for training delivery.

Mr. Eugene P. Agcaoili, Center Administrator of RTC-NCR, formally welcomed the participants, which included trainers, industry partners, and other key stakeholders. In his message, he highlighted the importance of regularly reviewing and updating training curricula to ensure that TESDA programs remain relevant, responsive, and aligned with the evolving needs of the labor market. He also emphasized the objectives of the activity, which were to:

  • Align the training curricula with current industry standards and labor market demands.
  • Validate and improve curriculum and learning materials for technical qualifications.
  • Strengthen collaboration with stakeholders to ensure training programs reflect the needs of industries and communities.

Following this, Mr. Jerry O. Taroy, VIS Designate of RTC-NCR, presented the key guidelines and process flow for the curriculum review and validation. He discussed the importance of adhering to a structured and systematic approach to maintain the quality and integrity of the training programs. He also encouraged all validators to be open, transparent, and actively participate in the focus group discussions, emphasizing that the results of this validation would have a significant impact on the STAR Program and the overall quality of training delivery.

The activity gathered subject matter experts from the industry and academe, along with RTC partners, who served as validators to review, enhance, and align the training curricula and learning materials with current labor market standards, industry technologies, and sectoral trends.

The program concluded with a brief closing program, where participants shared insights from the workshop session. As part of the closing program, certificates were awarded to acknowledge the active participation and support of the resource speaker, trainers and curriculum developers. The certificates were personally awarded by Mr. Eugene P. Agcaoili, Center Administrator of RTC-NCR, and Mr. Jerry O. Taroy, VIS Designate, in recognition of the valuable contributions made by the participants throughout the program.

As a result of the validation activity, eleven (11) qualifications were reviewed, including Mechatronics, HVAC-R, Welding, Visual Graphic Design, Ship’s Catering, and Trainer’s Methodology, alongside the validation of updated CBLMs for selected programs.

During the validation sessions, several important agreements and recommendations were raised by the validators and stakeholders. Below are some of the key points that emerged from the discussions:

PV Systems Installation NC II:

  • Include safety feature components such as Rapid Shutdown (RSD), Rapid Shutdown and Monitoring (MR), and Rapid Shutdown – Monitoring – Optimization (MRO).
  • Recommend a revisit and update of the Training Regulation (TR) as the current TR is no longer fully aligned with the evolving competency standards in the labor market.

SMAW NC I to NC III:

  • Emphasize the need for a refresher session before practical demonstrations to minimize trainee errors.
  • Reiterate proper welding techniques and acceptance criteria specifications as part of pre-demonstration orientation.

VGD NC III:

  • Incorporate machines for product packaging where production-based output is required.

Instructional Delivery:

  • Provide instructional videos alongside manuals to better support visual learners and supplement hands-on training.
  • Allow for additional nominal duration to accommodate the integration of enhanced learning materials and practical sessions.

Learning Materials (CBLMs):

  • Develop additional activity sheets for exercises requiring repeated skill practice.
  • Incorporate more graphics, images, and illustrations in the Information Sheets to enhance learner understanding.
  • Recommend the inclusion of the Supervised Industry Learning (SIL) component in the methodology for all core competencies, as it is currently not indicated.

Tools and Equipment Management:

Suggest weekly maintenance of tools, accessories, and materials to ensure safety, functionality, and longevity.

The closing message delivered by Center Administrator Mr. Eugene P. Agcaoili reaffirmed TESDA RTC-NCR’s continued commitment to excellence in training delivery. He also extended a heartfelt gratitude to all participating subject matter experts, trainers, and industry partners for their valuable contributions to this meaningful and collaborative endeavor.
